Check your lines,,every one of them. On my older 9.8 merc, last yr it started running about like your commenting and when they diagnosed it at the Marine Dealer,,,it was the exhaust ports totally shut and clogged with junk from burning ethanol added gas. The motor just couldn't release exhaust and was bogging it down. It was clogged internally and had to be tore down and cleaned out. It was the only thing that prevented the motor from running smooth and at full throttle or even idling decient and wide open. Check your exhaust also. He recommends adding Star Brite vs all the others as the additive to ethanol gas. One small bottle treats 128 gallons of gas with ethanol in it as well as helps prevent carbon buildup in the exhaust ports and gas lines.
