I use a filter on all my outboards. You ever look at all the crap in the bottom of a gas tank!! Doesn't take much to clog up the jets.
I'm a huge believer in Sea Foam. I put it in every can of gas I buy, every time. I keep a can of it in my boat at all time and put some in every time I fill my tanks. It acts like a fuel stabilizer. I started and drove my son's old pickup truck that's been setting for almost 2 years with the same gasoline in it. But when we knew we were going to set it up for a while we put Sea Foam in the tank and ran it for a while to get to the injectors and else where and 2 years later it started right up. It's good stuff.

Hey fosh just an idea. Trimmed all the way down? Had my 25 horse at about half trim and tried to take off this year. Did exactly like ur sayin. Thot my motor was screwed up. Rev rev rev sounded like it wasnt gettin power and wouldnt plane. Dropped tilt all the way down and ran like a scalded dog. Sometimes its the simple things...

I've read all the post so far, I have a 130 Yamaha this year that was hard to start, and finely get started it did not want to get boat up on plane, but once started the first time it would start good the rest of the day, but still did not want to get boat up on plane, The pump cant supply enough fuel for the demand. My problem was fuel starvation. A fuel pump has a diaphragm that loses its shape, and loses it's ability to pump fuel pressure adequate. You would think pumping the line bulb up good and tight that would be good enough but it's not. A fuel pump is a ware item, and a u do it yourselfer easy fix. and not that expensive. I am like buckrub it's in the fuel.

Do you have the vent open on the gas tank? Also, check for tight
fitting clamps on all fuel lines. If any are loose, it could be sucking air under load and not leaking gas when idleing. I had that happening on a 115 Evinrude and I like to have never found the problem. All it took was two turns of the screwdriver on one clamp and problem was solved !!!

On a Johnson/Evinrude you have a fuel/choke Solenoid. It's the thing on the right side of the engine with the red lever on it. If that is bad, and they go bad often on older engines like yours, it will cause the issues you've described. You can rebuild them if they aren't to bad. The diaphragm and the O rings around the red lever go bad in them. If the electrical is bad in it, you need a new one.
BTW, you can remove the top on the solenoid (the part with the red lever) to replace the bad parts. Look for cracks, and leaking fuel which causes them to suck air. You can buy the entire top part and the diaphragm if the electrical isn't bad. The red lever allows you to put the solenoid in manual choke opposed to electrical choke.
Without seeing and running it, this is just an idea of what's wrong. With the carb freshly rebuilt, and a clean filter, I'd bet ya tho, unless the fuel line has deteriorated inside and has blocked the jets in the carb After the rebuild, but that wouldn't cause it to over rev in neutral like you described.
