If that is bad, and they go bad often on older engines like yours, it will cause the issues you've described. You can rebuild them if they aren't to bad. The diaphragm and the O rings around the red lever go bad in them. If the electrical is bad in it, you need a new one.

BTW, you can remove the top on the solenoid (the part with the red lever) to replace the bad parts. Look for cracks, and leaking fuel which causes them to suck air. You can buy the entire top part and the diaphragm if the electrical isn't bad. The red lever allows you to put the solenoid in manual choke opposed to electrical choke.

Without seeing and running it, this is just an idea of what's wrong. With the carb freshly rebuilt, and a clean filter, I'd bet ya tho, unless the fuel line has deteriorated inside and has blocked the jets in the carb After the rebuild, but that wouldn't cause it to over rev in neutral like you described.
Could that be the staring problem to? Thanks for the information!!

Fosh you said something about with a full tank of gas it was ok for a bit? Then after you run for a while it acts up? Is that correct? If that is correct I am willing to bet you have a bad line inside your fuel tank. With a full tank of fuel it covers the bad spot so is ok, but after you run the fuel down below the bad spot your problems start.

Friend of mine at my local boat dealer,,works constantly replacing gas lines now that we all burn ethanol in our gas,,has to constantly change gas lines as they get clogged up and totally full of gunk from this gas. Its all but voiding the warrantees on some of the new motors and if the govt. goes to 15% ethanol,,we are all in trouble even on our weed eaters without adding additives to combat it. Check your lines,,every one of them. On my older 9.8 merc, last yr it started running about like your commenting and when they diagnosed it at the Marine Dealer,,,it was the exhaust ports totally shut and clogged with junk from burning ethanol added gas. The motor just couldn't release exhaust and was bogging it down. It was clogged internally and had to be tore down and cleaned out. It was the only thing that prevented the motor from running smooth and at full throttle or even idling decient and wide open. Check your exhaust also. He recommends adding Star Brite vs all the others as the additive to ethanol gas. One small bottle treats 128 gallons of gas with ethanol in it as well as helps prevent carbon buildup in the exhaust ports and gas lines.

Yes. If it isn't choking properly. I agree with checking your fuel lines for deterioration also, but you should see signs of the black rubber particles by shaking them out of the fuel filter.

Replace the line and bubble if it's old and stiff. If you live near little rock, I can get you parts wholesale over there. Buy GOOD fuel line, not that cheap grey stuff!!!!!!!
