I will start with the 7 inch crappie I would pray that it was alive and by chance the DNR officer has a heart and would let you release it with a good butt chewing if not you are going to get hefty fine !!! now for your friend from Georgia if you are in the Lakes that are part of the Savannah River Basin like Hartwell, Russell, and Clarkes Hill they could use a Georgia fishing license if on any other south Carolina lake they need to purchase a non resident license and as far as the creel limit goes if you are in South Carolina waters 8 inch size limit and 20 fish creel limit per person !!! if you fish the Georgia side of Lake Hartwell, Russell, and Clarkes Hill you creel limit is still 20 per person no matter which side of the lake you fish if you put your boat in on South Carolina side of the lake !!! if you put in on the Georgia side of the lake then Georgia's DNR laws are in effect !!!!! hope this helps !!!!
