You're saying something completely different, now. Your earlier beef was they should pay more for their privileges. Now you're throwing out a hypothetical scenario and saying we need to have regulations to cover the "what ifs".
What makes the guides not legit. What laws are they breaking? I always believed that if a person was obeying the law in his chosen endeavor that he was legit.
