You're right, he doesn't have to. But the more important question is how many do keep them? If fisheries are being reduced or depleted then too many ARE keeping them.

I would hate to see crappie become mandatory catch and release. I would prefer to be able to choose whether to keep a few or not.

There is a reason they have bag limits, one lake I fish back in the early 80`s Crappie was 50 late 80`s it was lowered to 25. Early 90`s it was lowered to 15 and has fluctuated between 15-10 over the years.
