Every lake is different I have been reading about the bigger lakes having so much pressure on them. While smaller lakes are mostly pasted up. The bad thing about regulating the sizes, numbers, and everything else is that every lake is different. So what is good for one lake it may be bad for another. Most of the time if a new law or rule is made it is for everyone and that is not always the best thing. I would think that each and every lake should have it's own creel limit, size slot and hook(pole) limits. Then people that fish these lakes would work to keep their lake and fishery in better shape.Remember(where legal) drop a fish habitat or two it will help you catch fish and will also help the fish.
