You don't have to say anything just snap a picture including there boat numbers is all that's needed!
Without you being willing to be a witness that ticket will never stand up in court. To each their own, I just don't let it bother me. I do rite for the most part but if I get caught in the wrong and get a ticket you will never here me whine about it, warden is just doing his job.
Do you take pictures of speeders as well, if not why not? Someone fishing with too many poles is way less likely to kill someone than a speeder is.
