It very well could be. The switch on a Terrova turns on when you deploy and turns off when you stow the motor. With it in the stowed position when he connects power and gets his voltage drop....switch could be bad and making a poor connection...or sending some current to ground and causing voltage drop.

Sometimes water in the motor housing will cause it to have a voltage drop and not run also.

Ok Donald ..... Start with the simple stuff. Fiberglass, take baby powder rub it on your arms heavily,it will keep the fiberglass from getting in your pours and minimize the itching Now. To your problem ... It is hard to diagnosis an issue so far away. Start the simple stuff. Corrosion etc. If that does not fix it, then you go back and start from the source.
Sometimes batteries will show a 12 v surface chrg and have a bad cell Put a load on it your voltage will drop out.
I would suggest you take all 3 batteries out of the boat and take them to auto zone, napa or whoever and have them load test them. That's where I would would start.... Let me know how it goes..........your friend in CUP........

I had the same problem. On the console I just wired to a light on the console. I ran directly to bat and problem solved. On the bow I just used the 2 wires that were there, assuming they were for a DF. I ran a 12ga. extension cord up front direct from Bat and problem solved. I would say bad wiring or bad Battery
