Talked to a man from Illinois at lake Washington a few years ago. He had a huge freezer next to his camper. Said he spent Feb thru May at the lake. Sold his fish back home for 7.50 per lb

If he has in his possession or transports more than 7 days worth of limit isn't he in violation?

There was a period of time where there was no limit number . The law was written to be adopted or amended on a certain year but state failed to do it . somewhere around 2000-20005.
