There may be a little piece of rubber stopping up the pee tube, or it may have a UTI. :D

If you have an air compressor, I'd blow a tiny puff of air in through the hole and see if anything comes out. Wait until a real boat mechanic chimes in on how much air pressure you can blow into the tube. There may be a check valve or something in the line but I don't think there is.
