If you fish areas where the mullet are a primary forage, brown will kick butt. ALL of the commercial guys around where I fished in FL used finger mullet no more than 5" long. The recreational guys used jigs and plugs that imitated those and ate well. Slow working a brown backed mirro lure deep around the cuts and drains produced large seatrout and flatties as well. Any jigs that could get close to that color combo should do well. Flounder like em tipped with belly strips or shrimp, just enough to make em stink. No flounder in TN, bad deal.
