Here in Ohio, we are permitted two rods per person plus six tip-ups per person.

I should have specified ice fishing. Amazing the difference in regulations from state to state.

In Minnesota one is allowed two hooks through the ice, either two on one line or one each on two lines, including tipups. During open water we get one line and one hook total. "Hook" includes multiple hooks on a single artificial lure as 1.

Each rod needs to be licensed? If so, that makes a pile of sense. You would only get one limit per fisherman though I expect. If so, that is a good combination.

In Kansas we can fish 3 poles(third with permit) and 8 tip-ups!
