Been fishing the big o since 87 when I came down from north Florida born and raised. I too have seen the pontoons on the north end of the lake trying to catch as many crappie as possible before going back north. I wouldn't be against the 12" rule and a little better monitoring catch limits. I fish the south end now and keep to the 10" size limit. With a lake the size of Okeechobee I myself don't think it would be a deterrent to have a lot of small fish population, in other lakes it might not be the case.
