A 10 inch statewide size limit would not bother me at all.

I was opposed to the 12" limit in Monroe in the mid 90's but after it was lifted we caught fish 15" and 16+" fish on a regular basis and that was the purpose. Articles said they were doing it to produce "trophy size fish". Don't know the whys or hows but it worked. I would like to see a 10" statewide.
