Nimrod, you and I are going to have to get together sometime because great minds thingk alike. I made one last night almost exactly as you said, but I did just an experimental small one to start. My dad is a semi-retired electrician so instead of a board, we used a piece of sloted used in comercial lighting aplications. Then attached a piece of all-thread through the middle. My biggest problem was the 1/4'' slot. I had the hardest time making a straght slot in the PVC, used a roto tool, ended up with a jagged zigg-zagg line, but it works.
I use a table saw and lower the blade. To widen the slot make muiltiple cuts and slide pipe sideways to smooth out ends of slots . Then another way would be to use a dado blade on the saw.
