    It's just stuck. Get under it with a wrench and pop it it up by means of leverage.

    And you're calling the thrust washer that round part that the prop buts up against?

    Gotcha. Will do that. Im also going to take an air tank and put some pressure in it and spray with soapy water to check it.

    If you do that with an air tank, you will most likely push the seals out of place.

    A well sealed lower will hold 12-15psi. Past that and even 'good' seals will leak. A sudden burst of high pressure will cause nothing but problems. I'm interested in knowing if the propshaft is wrapped with fishing line between the thrust washer and seal. If it is, there is a chance that the lower will seal back off with the removal of the fishing line. If the seals need replacing, I strongly urge you to take it to a repair shop. Also, If you changed the oil last year, the oil shouldn't be black. It may be that the oil is unburnt 2 stroke oil. Are you running premix?

    I got some line off when I took the prop off, but not a lot. I have come to understand that the black oil I saw at first was oil that leaked out of the motor because I do mix oil with my gas. But, when I took off the drain plug, I saw milky substance come out along with oil and water.

    You may have two separate issues at play. Pop the thrust washer off and inspect the shaft for anymore line that might be under the seal. You should also be able to see a trail of oil tracking from the seal if it's leaking oil. Water entry into the lower may be from the propshaft seal being held open or damaged. Or it could be from a failing shift shaft o-ring on that particular lower unit.

    Thank you! I appreciate all of your help. I am just going to take it to a shop and let them fix it so I know its done right. Sometimes trying to save a buck will cost you two down the road.
