I don't think so I'm not 100% sure where they draw the line but I think you will need the Tn lisc for big sandy.

Going to be fishing a club tournament in the Big Sandy area. I am a KY resident and have a KY resident fishing license. I am confused or the wording for both states is misleading, but will my KY license be sufficient to fish the Big Sandy area of KY Lake?

To my knowledge, no. The reciprocal agreements extend from the bridge at Paris landing, north to the new bridge at Kenlake. This includes enbayments on both sides with the exception of blood river for the tn resident license holder. Hope this helps. If I'm wrong, please someone correct.
Reciprocal extends to Eggner's Ferry Bridge for TN licenses but they can't fish inside Blood River on TN license. Ky license is good from the dam to Hwy 79 bridge at Paris Landing.
