Brett and coffer dam is made of interlocking panels that are hammed into the ground one sheet at a time. Once the dam is built the water can be pumped out so the building can began. Most of the time these panels are removed after the building is complete but some just can't be pulled out. I have seen times when they send a diver down to cut the panel off, this may be the reason those in the pics are still there or they were low enough after the lake filled to not be any danger and it was cheaper to just leave them in place.
I read an old copy of a book written about the Ky Dam Project...(I don't even remember the name of the book)...

The book indicated some of the coffer dam cells were left in place because they would pose no navigation hazard at normal water pool levels...

The book also read that the dam was built in 3 stages....

    1. Lock and powerhouse
    2. Gates 1-14
    3. Gates 15-24

The Tennesse River had to be "redirected" before each of the 3 stages of construction...

I'm not sure which of the 3 construction "stages" these coffer dam cells are left from...

Hey kosmo....which gates are these coffer dam cells in front of...??
