You are talking about repairing a unit that is anywhere between 5 to 7 years old. Apparently, they have to replace the entire front screen panel as well as get inside the unit to see what is causing it to turn itself on and off. I sold my 997 back around 2010 and bought a 998. I had to repair the screen before I sold it and they charged me something like $260 flat fee to replace the front screen panel which had the film coming off the upper left corner of the screen. Guess their fees have risen since then.
FWIW, Lowrance doesn't have a repair center so a unit in need of repair is SOL. They will allow you to upgrade to the newer model and give you, in effect, a trade-in allowance. Not sure what the end result would be compared to buying a new unit but I'm guessing the "net" difference is well above $489.85 for a Lowrance unit equivalent to the HB 997/998.
Any idea what it would cost to get a 6 year old flat screen TV repaired?
