    A floating dock still needs piles driven to keep in in place. Otherwise it will float away.
    They drive the piles and build the dock in between them. The dock has rings attached to it that go around the piles. The rings slide up and down the piles as the dock floats up and down.

    Some have two "stiff arms" that are attached to the shore on one end and a hinge on the dock at the other end.

    Yea, your right, I guess I'm thinking more on the line of a dock on a river.
    That has to deal with current.

    All in all there are many ways to do it. Just depends on what u want and how big budget is. Hope you get what you are wanting at a good price.
