I went to the service manual for your motor and read it twice, then I called Mercury and talked to two engineers and they gave me the number of the fella that invented 2 stroke outboards and I called him, but he had since been put in on of them retirement homes. So, I called the home and the nice nurse there relayed my message and what I found out was that that rubber hose is there in case of an emergency. If the owner asks too many questions, the mechanic is supposed to take it off and whoop him with it.

    Pfffft... Go fishing already boy.

Water pickup tube for the speedo is correct. If ya remove the crimp or wire tie, and the hole in the foot isn't plugged up with whatever, you can use it for a squirt gun as run down the lake.
