    I thought that the fish had to be released ONLY on COE lakes when you didn't have a tournament permit.

    Nope, have to have the permit and release all live fish back to the lake.

    COE is trying to preserve the trophy fishing, And when you the COE about water levels "these lakes are for flood control period" kind of an oxy moron.
