I just do not see any way to mis-interpet this. Here is what your rule says.................
7) Partners. – The only limit on the number of people allowed in each boat is that of the stated capacity of the boat. i. e. It is allowable to have 4 or more fishermen per boat in the case of a pontoon boat. It is allowable to fish by yourself.
