Thanks for the read both the article and the publication it was based on, one that holds up both Finland and Norway as examples. Both countries require a permit to purchase any gun based on a provided valid reason and an extensive background check, plus both have very strict regulations on public use and on home storage. Self protection is not a valid purpose in Finland and almost never accepted as one in Norway, and each gun must be individually registered as well.
