I don't think the guides here would oppose a license to guide that was reasonable- $100 or so. I think a lower limit on Washington similar to COE lakes would be good. 15 a day is plenty of fish for anyone to eat. The fun is in the catching for most. Like Rees, I have not kept any fish this year yet for myself. I have kept maybe 20 to give to elderly friends that can't fish.
I have never fished with a guide but, I probably should to learn to be a better fisherman. Guides help people that are not as good of fishermen as some and I would hate to see that go away.
I would gladly pay a restocking for the lakes to help them stay strong.
