Lol, I agree a license would be a good thing for increased revenue for the state. As far as insurance I say do it at your own risk, I figured a waiver would need to be signed before boarding the vessel, there are some clumsy, accident prone people out there. My only thing is, this wouldn't be a tactic from well established guides to keep the newcomers out would it? Not accusing anyone, just curious. Maybe too much competition in the guide business now possibly? I dunno..
