You may have discovered the problem when you found leaves in the tank. They will clog up and inlet filter pretty quick and would cause the bulb to go flat. If you can't get them out might need to get a new tank. I would also clean the fuel screen on the fuel pump.

More like dead algae than leaves. Between cleaning the junk out of tank, replacing all fuel lines but the 5/32 ones and the fuel filter; it runs good.
Put a fin set up on motor and it gets on plane. Still only does 21 at to speed, but the ride is better.
