Follow your fuel line from the tank to the engine. A water separator will be a manifold with a filter screwed on the bottom of it. Sorta like an oil filter standing there all by its lonesome.
You can have a clogged fuel line, bad primer bulb, unpressurized tank, a vacuum on the tank from a closed or blocked vent, a failed or collapsed fuel line, trash in the carb...
You can also have a nick in an ignition wire of some sort sending spark to ground...
