My Idea: Put a bounty on it.... Weighed and paid at specific boat launches at the time of harvest so no one could "cheat". Within a year you wouldnt be able to find enough to fill a teacup. And I bet in the end less money would be spent. Then - Put it in a big field, Let it die/dry out then use it to clean up oil spills like this feller did with the hay.
