If they pre-pay & launch at a different ramp, and you don't know them by sight, how would you know (and even if we all launched at the same ramp, and there were 15 or 20 boats, how are we supposed to remember all those different boats)
We may need to have some form of ID that's visible from a good distance, so we can distinguish tourney anglers from the general public.

I just don't want our tourney guys to get the same reputation that some tournament anglers have, about thinking they're in a $$ tournament & own the water. If we make the rule of 50' from ANY boat engaged in fishing ... then we shouldn't get a bad rep, nor would we need any form of visible "sign/ID" that we're in the tourney. The only downside to the 50'/ANY boat rule ... is that it doesn't protect us from non-competitor boats encroaching upon us.

If we did the 50' from any boat then that means only about 10 boats would be able to fish in casey creek on green river lake. Competitor and non-competitors. I think your 2nd draft rules were good. If your anchored, then the another team has to stay back. If two boats are moving close together, then the respect rule should come into play. No difference that just regular fishing.
