I've experimented quite a bit with tying silicone skirts and strands onto jig heads and the only way I could even remotely keep the skirts in place using ANY kind of cement was to first wrap the collar of the jig head with a coarse thread.
Wrap the whole collar and then build up a hump just behind where you want the skirt to anchor. The hump will deter the skirt from being pulled off even if the glue doesn't hold real good. The porous nature of the thread or other dacron will give the cement something to hold onto. Trying to glue two slick surfaces is a science in itself !
Unfortunately, silicone is very resistant to glues and cements. It either doesn't stick or it melts the silicone.
It's frustrating but with some experimenting, a solution will be found !
