I have not had the opportunity to fish in Washington but if there are panfish around then your jigs should serve you well. I know that in the Southeast they would catch alot of fish and fishermen. As for the hook size #8 and larger should be fine all the way up to and including 1/0 for the occasional bass and larger crappie. I agree that if you would add a little short trailing tail of some kind they would be even more effective for crappie and bsass. The yellow and black catalpa worm look alike is great just like it is. If it'll catch trout it'll catch panfish 99.99% of the time.
