If you don't add the hackle then it is not a wooley bugger! The hackle is where the wooley in the name comes from. Of course it is not "illegal" to leave it off, but if you are tying a true wooley bugger, the hackle is a must.IMO, the hackle is optional. They work just as well without it.
The hackle is meant to reproduce the gills on bait-fish. As the jig moves through the water the hackle pulsates just as gills do. This is a real killer equation. I ofter add hackle to lures that normally don't have hackle in the plans.
