They're tied similar to tying a larger bass jig using the same silicone skirt material. The wings are more complicated as they need to be a specific design to achieve the proper wrap effect. A barbed or collared head is needed to hold the material and wing in place. You start by tying a length of the skirt material from front to back. The wing is placed, wrapped and glued. The string is cut and the wing is folded over to conceal the wrapping.
