Its not color, in my opinion
Fish are scattered chasing newly hatched baitfish up and down river sloughs and creeks here. On a bright day in semi clear water you can't even see the surface in a lot of areas due to the cloud of bait covering it. Swimming a jig close to the surface with abrupt drops, no deeper than 7 ft, is working for me. Should still work on your lay downs. What I did was take home a few of the minners, compared them to the ones I pulled from stomachs, tied some jigs as close as I could pattern wise with a larger profile. Matching the hatch while standing out from the crowd, so to say.
