Add it to the PP before dipping. I don't remember the exact ratios but when I did it I added 1 tsp to 4 ounces. There are others will be bale to give you much better advice than me.

I'm fairly new to all this and would like to know what is the best way to add glitter/sparkle to the jig head when powder painting?

I love taking my kids fishing, now if I could just manage to fish at the same time.
when I add glitter to my jig head I first put into power paint in heated up and then I sprinkled glitter on top of it and then reheat the jig head.but there are many different ways of doing it and I'm sure that you'll get more advice on the site here good luck .

I mix heat compatible glitters with opaque & transparent powder paints, regular glitter with clear fingernail polish. A little goes a long way – very easy to add too much to either – although opaque is more forgiving.

I use a lot of glitter powder paint.You can buy it already mixed or buy the clear powder and mix it yourself. Benjamin has the best prices on powder and if you look over his site you can find all kinds of glitter stuff. Great place to do buisness in my opinion RonDon.

Holographic glitter from Columbia Coatings - think they added some more colors. Got a pearl mix from CC that haven't tried yet. Years back I got a bunch of different colors from a guy on TU - think it was senko sam. He sells it for palstics. Easiest is ordering the pro tech clear glitters and mixing.
