I have a Nikon D40x D-SLR (digital SLR aka you change lens does not have a built in lens) but it's a bit over kill if you're just interested in fishing and jig pictures. Nikon makes some nice point and shoots. Check out the Nikon L19 and L20 for lower end but still good quality and depending on your budget there is a little more expensive but offers a greater range of options and abilities there is the Nikon L100.
You're going to want to find something that has a decent macro feature and you will want to get a daylight lamp (6500K bulb temp is closest to actual daylight hence helps keep the colors true) as well to light them properly.
Another thing to help you with close up photography is to look up DIY softbox and try making one of those. This will help to get the jigs lit properly and you shouldn't have to depend on the flash as much or at all depending how you approach it.
Photography is another of my hobbies while I don't know it all or even close to knowing it all I can try to help anyone with photography questions.
