Looks good on paper but will never work.
One reason - a swap is designed so all tyers make a unique jig to them for the swap. For example a jig containing fox hair etc. "just an example" going by your plan each person will miss out on a jig from three people that they will be sending a jig to. Totally ruins the point of a swap. The key term being swap. If someone gets a jig from me then I get one from them otherwise its a jig lottery.
