It's been a few months ago when I was told that. A friend wanted to get one, and did not have one in 2012. That was the GW's answer. That did not surprise me at all. Anyone who has done subcontracting for IL know how fast they pay. Not!!

The guv only has to go to one agency to get a list of everyone who is or wants to do business with the state. Gee, would the guv have the audacity to ask these people/businesses for a campaign contribution?
