The voltage you get will depend on the state of charge of the battery. It tries to raise it up to 14.5-15V when the battery is deeply discharged, but until the battery is well along the charge process the charger can't supply enough current to raise the voltage that much. Once the battery is charged, the output voltage of the charger is reduced to the low 13s.
A blinking single red normally means a connection issue, a dead battery or reversed wires.
