After ordering this AC to DC adapter, I noticed a description from another website said the DC voltage wasn't regulated. Is there any concern of damaging my GPS, Lowrance HDS 8? Is there anything I can do to protect it? Fuse?

I know this one will work fine Amazon.com: Schumacher PC-6 120AC to 6A 12V DC Power Converter: Automotive Not sure if it's regulated or not.
You would probably have to use a PC power supply or other more sophisticated power supply to be fully regulated......but in my experience that is not necessary........Probably the same with the Wagan.

The HB units are spec-ed at 10-18v ...

An "un-regulated" power supply is unlikely to spike or dropout past those ranges ...

Just make sure the power supply is a minimum 1amp (1000ma) output for enough current to operate the unit ...
