I would suggest the other side of the transom and as high as you can get it and still get readings at the speed you desire ...
The 998 SI beams reach all the way to the surface on each side ... So there still may be some blockage on the SI image on that side ...
You might think about a temporary mount for testing ...
I have seen xducer's mounted to a board and then the board C-clamped to the transom for easy adjustment until an optimum mounting position can be determined ...
