It’s tied more to the number of satellites that the unit is tracking and using. If I am remembering correctly:
2D Fix is when the unit is tracking and using data from at least three satellites.
3D Fix is when the unit is tracking and using data from at least four satellites.
Enhanced is when the unit is receiving AND using the WAAS correction data.
