You could use a miniature switch and control a power (horn) relay. Should be able to mount the horn relay inside somewhere and mount the miniature switch somewhere.

Use the miniature switch to control the relay. Wire the open contacts of the relay across the foot momentary switch (parallel).

Here is the circuit. Wire the switch and relay coil with small wire (18-24 gauge) as it only requires 125 ma to operate.

Wire the relay contacts with large wire the size of the tm power on the mom switch.

A small miniature switch will do the trick and you can get a waterproof boot for the small switches.
