I was looking the other day at work and noticed that we have an over abundance of wooden pallets out back. We usually burn these when there gets to be too many. Would it work to just take a stack of about 6-8 and nail a board to the outside of them and sink the stack for structure? Maybe offset each one a half turn to give it some overhangs? SHouldn't the pallets give the baitfish somewhere to hide?
