Actually the fact that fish can get UNDER it makes it an IDEAL attractor ! When we sank 3 wooden pallets we placed 2 14" cement blocks standing upright wired to the middle of the pallet`s each side and had cedar and apple limbs pushed vertically thru the slats and tied on.
