drake, I have been fishing Norfork for 13 years. Started out going every spring usually whenever my school took spring break. So that varied from the last week in March to the 2nd week in April. It just seemed like it depended on how warm the early spring was as far as when we had the best luck. Sometimes March was good and sometimes it wasn't. Same with April. This past spring we went down the last week in April and we were about a week to late. You know what they say, "A week to early, or a week to late" But it was post spawn and the fish just were not very hungry. I graduated from college this past summer so we don't have to go over spring break anymore. So because of that we are planning on going down the 1st week of April. I would say your best chance for having good spring fishing and especially better weather would be going sometime in the month of April. Which week is probably hard to say, and will depend on how warm the early spring is. Just my opinion, I would rather hit pre-spawn rather than post-spawn because the fish are more active.
