He is using a small clip-on bobber. That way the jig stays at the same depth. The jig is staying just above the hydrilla and the crappie are hiding in pockets of the hydrilla, he is covering a lot of area by casting and a very slow retreive. With the clear water and the crappie so near the top they are very spooky of boats and trolling motors.
