I got tired of reading on the 3rd page, so if this has been covered... sorry
Why not just attach your yo-yo to a pool noodle, only takes a 12" piece of noodle to float it, and a 16" piece of 3/4" pvc pipe to run thru the noodle, then drill a hole and tie the yo-yo to the pvc. Noodles are only $1 or $2 and you can get 3-4 pieces per noodle, thus only adding $0.50 to the cost of each yo-yo, and then it will look like a jug catfishing. Put some reflective tape ont he noodle so if you are running at night they will shine with spotlight.
Just a redneck's idea on how to save a dollar.

Because the yoyo will be under water so you can't see the fish plus they will have slack to get off. If using a noodle i have the best type.

There 29.99/dozen at walmart. Seems like they were only 16.99/dozen a few years ago.
I just built one of the square pvc ones a couple days ago. As long as you take your time looking around you can get the materials pretty cheap. I built mine out of 1". I tend to over build things lol. Elbows where .50ea, tees where .70ea, and a 1"x10' 200psi pvc was 1.80 or 1.90 something. Got everything at lowes.
That may be a little small but not sure. I havent had a chance to test mine yet but it is filled with great stuff so it should float. I will go throw it out on a pond tomorrow and make sure it floats. I made this one a 20" square but after testing it i will probably make the rest 18"
